ANTUNG-MUKDEN Railway.
Peking, August 10, 1909.
The Chinese Government bave given their consent to the widening of the railway, and the relations between them and the Japanese Government have thereby been sensibly improved. No arrangement has been arrived at as regards questions of detail, such as police, &c., which will come up for consideration in the future. The Japanese have, however, met with no opposition to their reconstruction work, and, according to the opinion expressed to me by my Japanese colleague, all difficulties on the score of this railway may be said to have been eliminated.
As regards the Manchurian negotiations in general, the Chinese Government consider the situation satisfactory, except for the difficulties attendant on the Chientao dispute.
